Bioware had a beta tester program for a while, prior to and through the release of the Black Emporium. If you were one of the Beta Testers, you would have two versions of the game installed, the Beta and the non Beta and, one version cannot join the other in multiplayer.
EDIT: I was able to resolve the issue by connecting my VPN to Florida and signing into origin, apparently logging in works in some areas. At that point I disabled cloud saves and put Origin into offline mode. The keep still isn't functional, and presumably things like the Golden Nug, but I'm able to get into my save with the DLC enabled now.
I've contacted EA support and tried every troubleshooting method - so far the only solution being replacing the ProfileOptions file in the savegames folder. which allows me to finish said saves with all the DLC in offline mode. But the issue with this now is that i can no longer access dragon age keep since going online immediately breaks this

trying to play multiplayer with a friend and both of us can play public matches fine however when we try and join each others lobbies it says that we do not have the same dlc installed. We have checked and we do have the same dlc installed and we have both repaired the game and tried again however i

At Dragon Age™: Inquisition - Trespasser for PC | Origin, it clearly states the Trespasser DLC is included with EA Play, and when logged in I get the green tick and 'You have this content'. In the EA Desktop app, it lists me as owning 7 out of the 8 DLC. I get given a price for Trespasser. The game itself is listed as 'Included with your EA

For reeeeeal, zero frackin' reason to be exclusive to their launcher when the dang thing doesn't even work. Nope, it's a piece of garbage as-is. Was super sad to see my DLC not working, but this was the perfect fix! I had deleted my mods and tried a million things but this was such an easy fix with this file. Thank you! You truly are keeping the game alive, not sure why EA doesn't care about this issue since the game isn't that old and many people still play it.
Put Dragon Age back in and let it finish installing. 7. Cut the PS4 internet connection back on, then download the patch by pressing Options on PS menu screen then select Check for Update. 8.
